Open the properties of a URL object.  On the "Browser" page, set the 
"Path name" and "Working Directory" as appropriate for you Mozilla.  
Then, click the "Set Default" button that is at the bottom of the 
notebook.

If you can't find a URL object, open Mozilla and go to any page.  
Then, drag the icon in the URL bar to the desktop.
