This is not a bug. If you click on "Manual Proxy Configuration" (so that it has the focus rectangle around it), and then use left or right, it cycles through the three main radio button items. You can tab from "Manual Proxy Configuration" and eventually land in the "No Proxy for" text field (so that it shows the cursor), you can just click in the text field to give it focus.
