Not simple. In a large bookmarks file, it could take 50, 100, or  1,000
button clicks to get from top to bottom. Maybe what is needed is a pref
to set the system speed and use it to adjust the scroll speed so as not
to overshoot on fast systems and yet get there before you fall asleep on
slow systems.
