The online telephone directory site for Israel is in Hebrew. For the 
benefit of systems not using a hebrew keyboard, the site provides a 
"Virtual Keyboard", used by clicking on the keys in order to put 
Hebrew characters into the blanks for search criteria.

In previous Mozilla releases, this worked flawlessly. Now, in v1.1, it
is useless. Each click on a virtual key produces two question marks in
the corresponding blank, instead of a single Hebrew character.

Is this a bug, or have I overlooked a reason for it.
