Boy is that a long story.

All RC compilers have at least one bug that hurts us. To get the build 
working, we had to find the "best fit"

I believe the problem with the default OS/2 RC.EXE is that it doesn't 
search the INCLUDE path for icons and bitmaps, it only searches it for 
headers.

that was fixed in the toolkit RC.EXE.

Unfortunately, though, the OS/2 RC.EXE has one main advantage over the 
toolkit RC.EXE which is only an issue for the GCC build - the OS/2 
RC.EXE allows paths with forward slashes.

Anyway, that's the long and short of it.
