As noted in bug 79775 (the one where Forward Inline, Edit Message as New, Edit Draft or Edit Templates doesn't work after launching the app the 2nd time), if you try to use any of these functions and then File|Close all the windows to close the app the process continues and you can't relaunch until you End theTask.  If you use File|Exit the process ends.   This is not uncommon for someone to do a File|Close all the windows to end the app and it's not uncommon for someone to try to use the broken Forward button.  So this could be the source of the problem on Windows.   I will note this in the bug.
