Why can Mozilla distributors not produce builds with a different default
langpack? This is what Netscape does with Netscape 6.

_Any_ difference between the langpack and the Mozilla version will
probably break something. And, from other discussions, it appears that we
will only have a very short total UI freeze. Unless someone starts arguing
with me, at any rate :-)
