If you keep asking for quotes, eventually you'll get an error message.
Given that I've received the message "Unfortunately, we are unable to
process your request at this time. We are working on the problem and
hope to resolve it shortly" with mozilla and two other browsers, then
I'm inclined to think that what you are seeing are temporary problems
with the operation of that website.
