I've tried again today and it works fine, i.e. I'm no longer having difficulty connecting to the server so can no longer reproduce it. So it could either be in networking somewhere or the cache. It seemed to be triggered by attempting to contact an unresponsive IIS server, so I'd guess networking. I'll think about it some more and try and file a more useful bug report.
