I didn't say anything about freezing APIs after 1.0 branches.  That can and should continue.  You won't be able to count on those APIs unless you sniff minor version, or some such, when your Mozilla-based code is configuring or installing.

I'm particularly concerned about DOM as I think DOM may well need APIs
added to it before Moz 2.0 is released. (not that I have any specifics
to propose in that regard)
That's ok, but it has no bearing on 1.0's definition, unless you come to the conclusion that those APIs must be frozen in 1.0, in order to satisfy vendors and distributors of 1.0-based Mozilla products.
