dialogs pop up twice if nsm_charset = UTF-8

If I set nsm_charset equal to UTF-8 (in order to handle foreign 
languages), some of the dialogs in PSM will pop up twice, such as the 
OCSP dialog.  If nsm_charset is equal to iso-8859-1, then everything 
works fine.  There is a bug open at 65846.  However, I would really like 
to fix this soon, so I was wondering if anyone knew a good place to 
start debugging this.  Any help would be greatly appreciated.  Thanks....
