This is exactly what I want to do -- disable pop-ups by default, and
then exempt some specific sites from the policy.  However, I can't find
any documentation anywhere on how to exempt a site from a policy.  I've
looked in the customizing document and the configPolicy document.  Can
anyone tell me what the hidden prefs are to do this?

Is there an "access" setting for the pref as opposed to a "noAccess"
setting for the pref?
