Can we make it possible to associate these preferences with hosts or
domains? I'm thinking of the password manager that offers "Never for
this site" as a possible response when offering to remember a password.

I'd like the ability to set these capabilities (popups, popdowns,
onloads. onunloads, referrer, java, javascript, etc) to
Enabled/Disabled/Prompt. Where Prompt would display something like:
"Site XYZ wants to run JavaScript" and give me the choice of:
        * Always Allow this (page|host|domain)
        * Always Deny this (page|host|domain)
        * Allow Temoporarily (until browser restart)
        * Deny Temoporarily (until browser restart)

If I have selected Enabled (Disabled), there should also be a way to
disable (enable) the capability for the current page/host/domain.
