This is really a question that should be directed to Netscape product 
management; perhaps one of the Netscape people who read this newsgroup 
can pass your question on to them.

As for when S/MIME will be included in Mozilla (which is the open source 
product used as the basis for Netscape 6), see the following references:

To sum up the information referenced above: Mozilla already includes a toolkit to 
support internal handling of S/MIME messages; however the S/MIME toolkit is not yet 
hooked up to the Mozilla email client, and so is not usable by end users. Work is 
currently underway to enable the S/MIME toolkit to be used in the Mozilla email 
client, but that work is not yet finished, and is not yet complete enough even for 
beta testing. Netscape is a major contributor to Mozilla in general, and to the 
Mozilla S/MIME work in particular, so it seems reasonable that the Mozilla S/MIME work 
will eventually be reflected in Netscape 6. However to my knowledge Netscape has not 
yet publicly announced anything official about S/MIME support in Netscape 6, and so 
you'll have to try and contact someone within Netscape to get an answer.
