I haven't been able to find a more complete transcript of the "Capitol Hill panel discussion" mentioned in both articles.)

Based on the wording of the article it appears that the invited "industry experts" will primarily be discussing solutions that involve authentication of senders and sending sites, but if any of you out there want to get other approaches on the summit's agenda I suggest contacting the FTC. At a minimum you could get your comments in the public record.

In any case the FTC has no authority to enforce IT standards so IMO this "summit" is really more of an opportunity for the FTC and others to publicize their views on the subject and influence any future action by the US Congress or others.
