When using Mozilla (1.4), where is the setting/option
where you can specify that Java applets should *NOT* be allowed to run?

Mozilla 1.4 is quite old. You could try a newer release.
Turn off Java in Edit - Preferences - Advanced
Or use the prefbar extension if you want to change that (and other things) more convenient.
