Every site should work with or without Javascript. Unfortunately, many
designers take scripting for granted, and so the site won't work if
someone turns scripting off. It's not nearly as bad as the Flash
illness described above, but it's still bad design.

I disagree with this statement about javascript, as much as I dislike
javascript as the next person, there are times when the most user
friendly way of doing things was resorting to javascript. That isn't to
say it hasn't been abused, but it can be a good complimentary way to
deal with awkward design issue due to better lack of control over the
user interface (although this would open another can of security worms)

for site layout, a perfectly good feature that was abused, like flash and javascript have been, is frames.
there are people who hate frameset sites as much as Anthony seems to hate flash.

any tech that completely goes beyond reasonable usage kills itself.
if you think that javascript hasn't been abused then check this site:

http://visa.com/

with it disabled.
( my definition of theft of computer services, as the site is e-commerce to make them money so they should be paying for your cpu time to view it )
