There are many clients of atoms that will strictly use ascii names. For
example, the directory service providers use the atoms to beat doing a
strcmp on string keys. these keys are defined to be ascii. maybe these
clients of "ascii only atoms" should use a seperate table? Maybe there
should be a way to create an Atom from an ascii string without converting?
