the static component loader is now enabled by default

I have just checked in bug 223084, which enables the static component 
loader by default in XPCOM. This should make it possible to build static 
apps against the GRE (if there are not separate linkage issues, of 
course). If you are not using the GRE and are not using and static build 
options, you can save a little bit of codesize by disabling the static 
component loader (--disable-static-component-loader is the new configure 
flag).
