downloadable xpinstaller ?

Not sure if this was asked in a previous thread so apologies in advance.

Is it possible to build  (is it being considered)  a lightweight
downloadable xpinstall-er application?

Rather download the mozilla build and then additional packages is it
possible to JAR all as a single download?
