Most certainly can. "Offline" mode is equivalent to "CD" mode.
Linux: download all the linux xpis to a directory named "xpi" in the
same directory as the installer binary.
Mac: download all the mac xpis to a folder named "Installer Modules" in
the same folder as the installer binary.
(These are the lcoations they get downloaded to if you check "save
installer modules" on the last dialog of the mac and linux installers.)
