The stub installers download XPInstall "modules" also known as xpis 
(pronounced "zippies).  These downloaded modules are then run through 
the XPInstall engine to install mozilla.  In addition XPInstall 
technology in the browser allows third party vendors to provide modules 
for install via the web.  Third parties that may be good clients for 
this technology include:
(*) plugin vendors
(*) skin vendors
(*) mozilla extension vendors
So yes, this technology is used to install mozilla and it serves to 
making installing packages easy and flexible.
