Hmm...  Not entirely sure.  If I understand you correctly, you want to add an entry into the users profile chrome directory (user-skin.rdf or user-local.rdf)?  I'll have to bow out on this one.  I don't have any knowledge of what those skin and local rdfs are even used for.  If I had to make a guess, it is for user overrides to the global skin files (so different users can have different skins on the same box).  

I don't know if there is any way for a tasks overlay to reside in only a users profile, but this would be nice.  I also don't think that this is even on the radar for 1.0.  For now most of the people using mozilla will tolerate a global installation of an xpapp for now, IMHO, but this should be addressed after 1.0.  Let me know if I'm wrong...
