Probably you gave your zip program the wrong folder structure or you have the install.js in a wrong directory level.

The structure before zipping the .xpi file should be

folder langfaIR
bin = install.js
chrome
fa-IR.jar
IR.jar
fa-win.jar
fa-unix.jar
fa-mac.jar

While zipping you should take the highest folder (here: langfaIR). The install.js must be in the same level like the bin subfolder of langfaIR folder (therefore the = sign). The langfaIR folder contains the bin folder and the file install.js, the bin folder contains the chrome folder and the chrome folder contains your locale files.
