As part of its probe into the digital music debate, 
Congress should take a look at record companies' bank 
accounts. Internet company MP3.com has paid AOL Time 
Warner, Bertelsmann, EMI and Sony an estimated $80 
each in settlements, but none has passed the money 
on to the recording artists involved. The San Diego
-based start-up was sued for infringement of copy-
right after creating an unauthorized database of 
80,000 albums. Executives at the companies intend 
to share the money with the artists, but are unsure 
whether it should be treated as licensing revenue, 
50% of which is given to artists, or as royalties, 
which would constitute a smaller amount.
