Sure, at least with player-software that can output straight to file (such as winamp, though I don't really like winamp but anyway) BUT, I don't really know how much the sound changes from the .ogg on the conversion. As far as I know, there is no dedicated decoding software for Ogg Vorbis, so I believe you must use a plug-in-compatible player to do that.
