        Well, if we considered it always safe, we had made it default.
        Combined with some -V0 or -V1 it seems to be OK.
        If you compare "-V2 -q1 -d -mj -k vbrtest.wav" 
            with       "-V3 -q2 -d -mj -k vbrtest.wav"
        which result in a similar size, I prefer the latter.
        I think that the larger scalefactor range due to -q1 could
        help CBR encoding more than VBR.
