I don't actually see any question here to answer.  You state that you want
to do decoding in a particular way.  Are you wondering if it is possible to
do it in that way?

If so, why did you decide to do it in that way, instead of in the way the
spec suggests or the way the example code does it?  Deciding on a way to
code an algorithm first and then trying to verify if it can be coded in that
way seems like putting the cart before the horse.  I assume that you must be
expecting some benefit from your variant?

And, while I'm not going to do your work for you and verify whether or not
it is feasible, I will say that I don't know of any reasons off the top of
my head why it shouldn't be.  It may be extraordinarily complicated, of
course...

Anyway, if you want questions answered, perhaps you should make them more
explicit?  (And if your question is 'How do I code up an MPEG codec?', the
answer is 'No.'.)  <insert pseudo-smiley thing here>
