I've just GPL'd a new program, Recorder3. It is pretty much the standard encode/decode program but I did add record mic to mp3 (streaming encode) and play mp3 (streaming decode). It is written in C++ (VC++ 6.0) and uses MFC. The LAME code is the 3.89 release compiled into a .DLL. I made every effort to not change the LAME distribution source, but alas, a few changes had to be made. The changes are noted in the source comments.
