I released some source code for the evaluation of audio
quality at sourceforge

that might be interesting for codec testing.

The code is based on recommendation ITU-R BS.1387, which is an
algorithmic description of a psychoacoustic and cognitive
analysis model, since techniques like SNR, etc. are not useful
for many measurement applications (like perception based audio
codecs).
The result of the algorithm is one value on a five-grade scale
similar to that used for listening tests (-4: very annoying
disturbance ... 0: no difference perceptible). The intention
is of course not to supersede listening tests but to support
them or/and to provide similar, objective and repeatable
results in situations where listening tests can not (or not
correctly) be performed.

Since I developed only under Win32 it might be a little
complicated to compile on other operating systems, but should
be possible.
