'--alt-preset standard' does NOT imply '-F'

All of the albums I've encoded with '--alt-preset standard' have 32Kbps rates 
during silence.  If it is truly silent, that is.  Sometimes a passage might 
have hardly detectabe noise even when the volume is set high, but if any sound 
is there at all it won't drop the bitrate to 32Kbps.
