Lame will do bitrates as low as 8000bps. In your case
I would recomend an average bitrate of about 24000bps and an upper bound at 
32000bps. LAME is however (not yet) as good at low bitrates as is desirable
mp3pro is reportedly much better (but not free).
With IceCast I use m3w as a streaming client and it allows to set these 
parameters (its on the win platform however) take a look at it.
