I assume they are just stating the obvious fact that if you use
a lot of ancillary data, then there is less bits available for
encoding, and the result will be of lower quality then if there
was no ancillary data present.     

I cant imagine that the presense of ancillary data could in any way
effect the playback quality of the mp3 data that is stored with the
ancillary data.
