[MP3 ENCODER] Where can i find 16 bit PCM SAMPLES?

Hi , Can any one tell me in which site are mp3 test bits i.e 16 bit wav samples with sampling frequency at 44100 Hz are available ??? Also are there any Mp3 analyzers available ? I found one named ENCSPOT,But it decides quality of an encoded song with reference to bitrate, rather than Analysis filterbank or psychoacoustic model..   IS there any tool similar to THOMPSON ANALYZER( VIDEO) in audio processing???
