These are some of the famous AAC encoders 1) Psytel AAC encoder (exe available in net ) 2) FAAC encoder (www.audiocoding.com ) source code also available and also plugins. 3) Nero 4) Fraunhoffer aac encoder . For the same bit rate AAC surely outperforms mp3 and it is said that in a general sense you can achieve the same quality in AAC at 64 kbps that you can achive with mp3 at 128. I can check in my agreement that I had with Thomson Multimedia when I sold the Fraunhofer MP3 Encoder. If you are a developer you need to sign a contract with Fraunhofer to sell it :-(. If you are a buyer you have to by an mp3 encoder that includes Fraunhofer MP3 Encoder High Quality mode.
