I know the developer of my personal mail server. I had asked last year, and got, the abiltiy to block IP ranges. Not just bounce email, completly refuse connection from the mail server. If I put someone's IP range in my mail server for blocking, they can't even query my server for anything. Plus I have some serious logs, that let me know exacly what people are doing at all times. Noone has brute forced nothing on my mail server. If they tried it wouldn't last long, before they're blocked for life.
