I wrote such a beast about 2 years ago. However, because of the structure of the LAME distribution, I had to export many more functions from the dll than was necessary. I also had to tweak the LAME source in a few places. Because of this, I never went anywhere with it. Maybe things have changed in the last few years.
I've put a link to a .zip of the .exe and .dll on my web page. You will find it near the bottom. If this does want what you want, I can make arrangements to get you the source.
