If there's no LAME Tag after Xing Info Tag this function returns 0. But if there's no Xing Tag at all this function returns 576.
Is this OK?
Also, what encoder delay value should I use if there's no Xing/LAME tag when decoding an MP3 file? Does it depend on what encoder was used for encoding that song?
