Hi,
To see the change in the quality, change the mode to either VBR or ABR,
Since the bit allocation in the quantization depends on two conditions,
one is the PE and other is the bitrate.
That is the reason why you don't get any difference in quality when operating in CBR 
mode.

        I was experimenting with the lame encoder in order to assess the
effect of perceptual entropy on quality( I am measuring quality using
EAQUAL tool which gives objective Difference grade) The encoding
parameters were as follows:
        Mode :     Stereo       
        Sampling Rate: 44100 Hz
        Bit rate :         128 kbps
        Psychomodel :  Off
        Noise shaping: On
        Block types:   All long
        Reservoir is not enabled
When I increase the default Perceptual entropy from 700 all the way upto
3000 I see no improvement in quality. I thought that the Bit allocation
module would allocate more bits to each frame if I increase the PE( even
though this may not be the smart thing to do since all frames do not
have same complexity)
        Could anybody explain this strange behaviour ..I mean I always
thiught more bits mean better quality

If your are using a 128kbps fixed bitrate, how would increasing the 
default PE increase the number of allocated bits. The allocated bits are 
constrained by the bitrate when using cbr.
