Run Lame.exe in console mode to see its version (it should look like 3.95 or
so)
The latest version I know of is 3.96 alpha.

There should be "Microsoft Visual C++ Runtime Library" string somewhere
inside Lame executable if it is compiled by MSVC (most likely).
