Theoretical it should be possible. I know some guitar multi effects that can
slow down the music. But first you have to record the music which is done by
Descrete TIme Fourier Transform (DTFT). ZOOM also has a portable studio that
records in the mp2 format that is similar to mp3. MP3 is just better sample
rate and bitrates. The problem is that I guess it is hard to convert the
lame encoder to hardware source and store it in a DSP. Have you checked it
the iPod from Machintoch records mp3 files?

But most important, don't forget it are huge patent fees involved in the
matter, about $15.000 a minimum a year i recall!
