You problem is related to decoding, as the problem is occuring in the decoder.
Your problem is occuring in the middle of a huge 19MB mp3 file. For practical reasons, we need a small sample where the problem is occuring.
I have isolated to problematic section, and posted the (small) file on http://gabriel.mp3-tech.org/lame
Now, it will be easier to track the problem. (this doesn't mean that it will be immediately fixed)
