I did a clean install on another PC last monday with Ubuntu (not AMD64 this time), and it worked pretty much exactly like you described; libctl3 and libctl-dev from the "Edgy" (Ubuntu testing) repository, the rest from the stable "universe" repository, compile harminv, compile meep.
