Thanks for Nizamov and Silviu Popescu comments on the libctl problem on higher ubuntu version.
Silviu indicated that the meep and mpb was fine with ubuntu 11. But I think that their version is 64bit so I believe that the repositories were different. Nizamov accounted this due to the repositories problem. It may be true, because in i386, and in ubuntu 12.04, the default version is libctl3-3.1.0-5. In this case, meep and mpb failed. But in ubuntu 10.04 LTS, the default version is libctl3-3.1.0-2, in this case, there was no problem. *I have raised this issue because it is important to note that if libctl is upgraded, libc6 may also upgrade. Upgrading libc6 is dangerous process (because every single package depends on libc6) and the penultimate result would be unmet broken dependencies. *To resolve this, Nizamov suggested to use *apt-get pinning* so that in upgrading process, libctl3-3.1.0.2 will stay back.
