That means that I did not provide a fix for the issue. These were not fixed because both the fix was not easy and the problem was not serious enough to hold up the standard. I will carry these issues forward to the next MPI version. The fixes have been merged with the current rc to make it easier to review them. They used relatively fine-grained commits, so it should be easy to revert individual issues if needed. Please review and ask about any you have questions about.
