I recall the readme a bit complicated in the past (haven't looked recently) and have kept these as my own notes. http://mpiblast.pbwiki.com/BuildMPIBlastFromSource You will find that the PIO stuff needs a much earlier version of the NCBI toolkit (and its associated patch). If this is helpful feel free to make any improvements to my notes.
And yes, if you are considering adding something to mpiblast in 3 weeks, ... well good luck.
