I'm actually running it on a cluster managed by other people. I've
emailed them to ask about this, as I noticed that some of the files seem
to be missing.

Hi James,
Something appears odd with your MPI installation -- have you been
able to build and run any of the example or test MPI codes that came
with your MPI installation? Implementations such as MPICH and LAM-MPI
typically come with example codes like "cpi.c" (a simple MPI Pi
calculator) that are good for basic "does this stuff work sensibly
testing". Not sure about hpmpi but you may want to give that a
thorough workout before you try building mpiblast
