Those who build MPIR on Windows with Visual C++ Express have not been able to build the 64-bit versions.
But it is possible to add the 64-bit tools to VC++ using the instructions at: http://www.mathworks.com/support/solutions/data/1-6IJJ3L.html?solution=1-6IJJ3L I have not tried this myself but Sefan Krah tells me that it works.
