Hey Bill. In this thread I had reported some errors that I got using TourtiseSVN on the MPIR SVN reporitory. At that time when I downloaded the repository I used a link that was provided to me by Brian Gladman. Today I retried this only using the link "http://boxen.math.washington.edu/svn/mpir/mpir/trunk/"; that is provided on the MPIR webpage and had no errors. This link looks identical to the one Brian provided. If I am providing useless details about my experience with your website please complain.

I am fairly ignorant of SVN and don't use it much.  I was able to get the
MPFR repository using the above.

I also added a link to a basic page on how to use svn to the website.

Note that at some times of day, the server on which mpir svn is
located bogs down do to mirroring and svn becomes inaccessible for a
few hours. At present there is nothing we can do about that. But at
other times it should be accessible.
