I can't comment on the content of most of this thread since I don't use
non-native tools on Windows. But I am interested in what does and
doesn't work when Visual Studio is used.

Building the bottom end of the hierarchy you are creating should be
straightforward with Visual Studio (except for GMP).

The VS builds for MPIR and MPFR are mature and should just work out of
the box.  The VS build for FLINT should work but it is very new (in
comparative terms) so I would not be surprised if it has some issues.

But I have had no feedback from anyone on its operation so if it does
have problems, nobody has bothered to report them to me.

But Arb is a different matter, I'm afraid as I have not even tried to
develop a Visual Studio build for it.
